WHAT:
Make elytras be powered by a potion: they would work exactly the same, but be disabled unless this potion's buff is applied to the player.

For this change to have any purpose, the recipe for this potion would have to be based on some practically renawable, but not too abundant and prefarably not farmable item.

WHY:

Elytras are pretty dumb and render all transportation infrastructure completely useless at short to medium ranges.
It leaves a massive power gap between new players and those with elytras.

WHAT COULD YOU DO WITH THIS:
Have an autobrewer and a dispenser spray you at your take-off point.
If beacons could grant the flight buff, it would actually be possible to construct elytra infrastructure at a reasonable (read: high) cost.
